Keskkonnamõju hindamise algatamise teade

Tallinna Keskkonna- ja Kommunaalamet avaldab teadaande keskkonnamõju hindamise ja keskkonnajuhtimissüsteemi seaduse (KeHJS) § 12 lõike 1 alusel.

Tallinna Keskkonna- ja Kommunaalamet otsustajana teatab, et on algatanud ameti juhataja 20.09.2021 käskkirjaga nr T-9-1/21/61 Töökoja tn 1//Veerenni tn 51 äri- ja meditsiinihoone katusele helikopteri maandumisplatsi rajamise keskkonnamõju hindamise (KMH).

Kavandatava tegevuse eesmärgiks on rajada Töökoja tn 1//Veerenni tn 51 kinnistule haiglavälise arstiabi ruumidega 12 korruselise ja 40-44 meetri kõrguse hoone katusele meditsiinikopteri nõuetele vastav maandumisplats.

KMH algatati järgmistel põhjustel:
1. projektiga kavandatakse eeldatavalt olulise keskkonnamõjuga tegevust nagu hoone katusele helikopteri maandumisplatsi rajamist, millega võib kaasneda müra normtasemete ületamine;
2. kavandatav tegevus võib avaldada olulist mõju piirkonna elanikkonnale, kuna maandumisplatsi rajamine toob piirkonda kaasa ühe olulise mürahäiringut põhjustava müraallika, mis omakorda toob kaasa elukeskkonna kvaliteedi vähenemise;
3. helikopteri maandumisest ja õhkutõusmisest tulenevad vibratsioonitasemed põhjustavad häiringuid ning kahjustavad inimeste heaolu;
4. keskkonnamõju hindamise käigus tuleb hinnata müratasemeid (kindlasti ka maksimaalseid müratasemeid) läheduses paiknevatel elamualadel, et selgitada välja müra vähendavate leevendavate meetmete asukohapõhine vajadus;
5. keskkonnamõju hindamise käigus tuleb läbi viia vibratsiooni tasemete uuring, milles oleks hinnatud lennuliiklusest tingitud vibratsiooni ja selle levikut elamutes ja ühiskasutusega hoonetes.

Piiriülest (riigipiiriülest) keskkonnamõju kavandatava tegevusega ette näha ei ole.
Keskkonnamõju hindamise menetlusi ei liideta.
Keskkonnamõju hindamise käigus tuleb hinnata müratasemeid (kindlasti ka maksimaalseid müratasemeid) läheduses paiknevatel elamualadel ning viia läbi vibratsiooni tasemete uuring.
