Keskkonnaamet avaldab teadaande välisõhu kaitse seaduse (VÕKS) § 83 lõike 1 alusel.

Keskkonnaamet teatab, et AS KROONPRESS (registrikood: 10272337) (aadress Tähe 133, 51013 Tartu linn) muutmise taotluse alusel väljastati õhusaasteluba nr L.ÕV/320142 . Õhusaasteluba väljastati Tartu linn, Tähe tn 133 (katastritunnus 79511:005:0073) kinnistul asuvatele saasteallikatele.

AS KROONPRESS põhitegevusalaks on ajalehtede trükkimine. Ettevõtte käitis asub Tartu linnas Tähe tn 133 (katastritunnus 79511:005:0073) kinnistul. Ettevõtte tootmisterritooriumil on seitse saasteallikat: ahi Megaair ajalehe trükimasinast „Goss Universal 45“, ahi Stratos ajakirja trükimasinast „Goss Baker 45“, ajalehe trükimasin, KBA trükimasin, poogna-trükimasin, UV-liin ja gaasipuhurid. Põletusseadmete koguvõimsus kokku on 3,96 MW, aastane planeeritav maagaasikulu ei ole muutunud (1000 tuhat m3). Ettevõtte põhiline tooteartikkel on ofset-trükised paberile, kus kasutatakse erinevaid lahustipõhiseid värve, puhastus- ja niisutusaineid. Kuumtrükiprotsessis lenduvad orgaanilised ühendid suunatakse järelpõletitesse, mille efektiivsus on >99%, seega saasteainete emissioonid on ebaolulised. Teistes tootmisprotsessides järelpõletusseadmed puuduvad ning lenduvad orgaanilised ühendid emiteeritakse otse välisõhku. Käitises kasutatakse lahusteid sisaldavaid värve ja lahusteid, millest lenduvad orgaanilised ühendid moodustavad 30,012 tonni aastas. Saasteainete kontsentratsioonid on väljaspool tootmisterritooriumi tagasihoidlikud ning saasteaine tunni keskmise saastetaseme piirväärtused jäävad alla normtaseme. Kõige lähemal normatiivsele tasemele väljaspool tootmisterritooriumi on lämmastikoksiidide maksimaalne kontsentratsioon. Hajumispiltidelt selgub, et saasteainete kontsentratsiooni maksimumid ei ulatu lähima elamupiirkonnani, tekkides 40-90 m raadiuses saasteallikatest, väljaspool tootmisterritooriumi, tootmismaal. Valdavate tuulte alla mõjupiirkonna ulatuses elamuid ei jää.

Tähe tn 133 kinnistu asub 100% tootmismaal Ropka tööstuspiirkonnas. Ettevõtte tootmis-territoorium külgneb tootmis-, äri- ja transpordimaaga, lähim elamu paikneb saasteallikast nr 4 180 m kaugusel loodes. Ettevõtte kinnistu ei asu kaitse- ega hoiualal, Natura 2000 linnu- ega loodusalal. Kaitstavad loodusobjektid territooriumil puuduvad.

Keskkonnamõju hindamise ja keskkonnajuhtimise seadus § 6 lõike 1 ja 2 alusel ei kuulu ettevõtte tegevus olulise keskkonnamõjuga tegevuste hulka, mille korral on keskkonnamõju hindamine kohustuslik. Saasteloaga kavandatava tegevusega ei kaasne olulist keskkonnamõju. Taotletavad saasteainete heitkogused jäävad alla kehtestatud saastatuse taseme piirväärtusi.

Väljastatav õhusaasteluba nr L.ÕV/320142 on tähtajatu kehtivusega.
