Keskkonnaamet avaldab teadaande keskkonnaseadustiku üldosa seaduse (KeÜS) § 58 lõike 3 alusel.

Keskkonnaamet teatab, et AS Tiigi Keskus (registrikood: 10666591) (aadress Väike kaar 33, Tartu linn, Tartu maakond, 50406) väljastati tähtajatu kehtivusega muudetud õhusaasteluba nr L.ÕV.LV-149904.

Tiigi Keskus AS-i tootmisterritoorium asub aadressil Tööstuse 15, Tamsalu linn, Tapa vald, Lääne-Viru maakond, 46107 (katastritunnus 78801:004:0024). Õhusaasteloa muutmist taotleb ettevõte seoses viljahoidla heiteallikate arvu vähenemisega.

Tiigi Keskus AS-i põhitegevusalaks on saagikoristusjärgne tegevus (EMTAKi kood 01631). Viljahoidla heiteallikateks on kaks elevaatorit ning kuivati põletusseadme korsten. Elevaator nr 1 mahutab 20 000 tonni teravilja ja elevaator nr 2 mahutab 80 000 tonni teravilja. Lisaks paikneb ettevõtte territooriumil veel ka söödatehase ladu, mille mahutavus on 10 000 tonni teravilja. Vilja vastuvõtt on võimalik nii auto- kui ka raudteetranspordiga. Vastavalt vilja kvaliteedile suunatakse see kas elevaatorisse, söödatehase lattu või maa sees olevatesse vastuvõtu punkritesse. Märg vili suunatakse teraviljakuivatisse, mis on varustatud tolmukoguriga ja kahe põletusseadmega. Kuivatis olevate põletusseadmete summaarne nimisoojusvõimsus on 4,59 MWth. Kütusena kasutatakse kahe põletusseadme peale kokku 300 tonni põlevkiviõli ning teraviljakuivati on kasutusel augustist septembrini.

Teraviljakuivati on valdavalt ümbritsetud tootmismaadest. Lähimad elumajad asuvad tootmisterritooriumi piirist umbes 90 meetri kaugusel lääne suunas ning 100-250 meetri kaugusel kirde-ida suunas. Maa-ameti looduskaitse ja Natura 2000 kaardi andmetel ei paikne tootmisterritooriumil kaitstavaid loodusobjekte ega Natura 2000 alasid. Kaitstavatest loodusobjektidest on kinnistule lähim (umbes 600 meetri kaugusel) lääne suunas paiknev Savalduma karstiala (keskkonnaregistri kood KLO1000028).

Kavandatav tegevus ei kuulu keskkonnamõju hindamise ja keskkonnajuhtimissüsteemi seaduse (edaspidi KeHJS) § 6 lg 1 nimetatud tegevuste alla, kuid kuulub KeHJS § 6 lg 2 p 3 nimetatud valdkonda, kuid ei ole nimetatud Vabariigi Valitsuse 29.08.2005 määruses nr 224 „Tegevusvaldkondade, mille korral tuleb anda keskkonnamõju hindamise vajalikkuse eelhinnang, täpsustatud loetelu“. Tulenevalt eelnevast ei olnud vajalik algatada keskkonnamõju hindamist või anda eelhinnang, kas kavandataval tegevusel on oluline keskkonnamõju
