Avaldamise lõpp: tähtajatu
Keskkonnaamet otsustajana teatab, et on jätnud algatamata 30.09.2025 Sabali kinnistu (registriosa nr 151238 , katastritunnus 87901:004:0701) eraldisel 1 lageraie ja eraldisel 2 sanitaarraie keskkonnamõju hindamise (KMH).
Manserv Invest OÜ volitatud esindaja Mikk Maansoo esitas 10.09.2025 Keskkonnaametile metsateatise, millega kavandab lageraiet Sabali kinnistu eraldisel 1 pindalaga 1,46 hektarit ja hinnangulise raiemahuga 505 tihumeetrit ning 11.09.2025 metsateatise, millega kavandab sanitaarraiet eraldisel 2 pindalaga 0,32 hektarit ja hinnangulise raiemahuga 10 tihumeetrit. Metsateatised on registreeritud metsaressursi arvestuse riiklikus registris vastavalt numbrite 50001159701 ja 50001159820 all.
Kavandatav raieala eraldisel 1 piirneb osaliselt Natura 2000 võrgustikku kuuluva Võhandu jõe ürgoru loodusalaga ning Palomõisa oja hoiualaga. Kavandatav raieala eraldisel 2 jääb Võhandu jõe ürgoru alale, osaliselt projekteeritava Võhandu jõe ürgoru maastikukaitseala Võhandu jõe piiranguvööndi alale ning osaliselt Võhandu jõe ürgoru loodusalale.
Lageraie käigus raiutakse raielangilt kõik puud, välja arvatud seemnepuud ja säilikpuud. Lageraiet tehakse, et võimaldada metsa uuenemist või uuendamist.
Sanitaarraiet tehakse metsa sanitaarse seisundi parandamiseks, ohuallikat mittekujutavate surevate või surnud puude puidu kasutamise võimaldamiseks, üraskite leviku tõkestamiseks, kui see ei ohusta elustiku mitmekesisust.
KMH jäeti algatamata , kuna kavandatud lageraiel ei ole olulist mõju välisõhu kvaliteedile, maavaradele (maardlad), pinnasele, põhja- ja pinnaveele, kaitstavatele loodusobjektidele ega kultuuripärandile ning tegevus ei kahjusta inimeste tervist, heaolu ega vara. Mõjud Natura 2000 võrgustiku alale on välistatud, rakendades projekti osana Looduskaitseseaduse § 55 lg-st 6 tulenevaid tööde tegemisel kohustuseks võetud meetmeid. Keskkonnamõju hindamise algatamine ei ole vajalik, sest:
1. On välistatud, et kavandatud tegevused avaldavad ebasoodsat mõju Natura 2000 võrgustikku kuuluvale Võhandu jõe ürgoru loodusalale, selle kaitse-eesmärkidele ja alade terviklikkusele.
2. Kavandatavate tegevustega ei kaasne olulist negatiivset keskkonnamõju veele ega välisõhule, samuti ei ületata piirmäärasid müra ja õhu saastatuse osas, vibratsioon eeldatavalt puudub. Tegevusega ei kaasne koosmõju teiste tegevustega.
3. Kavandatavate tegevustega ei kaasne mõju inimeste tervisele, heaolule ja varale, samuti avariiolukordi või suurõnnetusi.
4. Tööde tegemisel keskkonnakaitsenõuetele vastavalt on avariiolukordade esinemine vähetõenäoline.
