Koeru Vallavolikogu otsustas 28. veebruaril 2013 otsusega nr 9 mitte algatada Istandiku detailplaneeringu elluviimisega kaasneva keskkonnamõju strateegilist hindamist, kuna planeeringus kavandatavate tegevustega kaasnev eeldatav mõju ei ületa tegevuskoha keskkonnataluvust, ei põhjusta keskkonnas pöördumatuid muutusi ega sea ohtu inimese tervist ja heaolu, kultuuripärandit või vara ehk eeldatav mõju ei ole oluline KeHJS § 5 mõistes.
Koeru Vallavalitsus algatas detailplaneeringu koostamise 24.08.2012 korraldusega nr 166 "Detailplaneeringu koostamise algatamine” Koeru vallas Aruküla külas Istandiku kinnistul (katastritunnus 31401:002:0078). Detailplaneeringu eesmärk on hoonete ja rajatiste ehitamiseks vajaliku krundi kavandamine, selle ehitusõiguse määramine, hoonestusala piiritlemine, tehnovõrkude ja -rajatiste asukohtade määramine, haljastuse põhimõtete kavandamine ning peamiste keskkonnatingimuste seadmine. Kavandatud 9400 m˛ suuruse krundi ehitusõigus võimaldab krundile ehitada kuni ühe ühekorruselise hoone, mille maksimaalne ehitusalune pindala kokku on 2900 m˛, ning rajada tee, tehnovõrgud ja muud vajalikud rajatised.
Planeeringu koostamise korraldaja on Koeru vald, kes on planeeringu koostamisse kaasanud huvitatud isiku Mati Tatriku.
Teate avaldamise õiguslik alus: "Keskkonnamõju hindamise ja keskkonnajuhtimissüsteemi seadus" § 35 lg 6.
