The members of the MTÜ Pärnumaa Public Transport Centre (PÜTK) are all seven local government units of Pärnumaa and the Republic of Estonia, represented by the Transport Administration. The governing bodies of the association are the general meeting of members and the board. According to the decision of the general meeting on 20.05.22, no public transport commission was established from 2022 onwards.
The PÜTK board has one member, the director is Andrus Kärpuk. The contract of the board member is concluded until 26.09.2024.
The company employs 13.7 full-time equivalent employees, of which 4 cashiers are only associated with the provision of bus station services and 3.6 logisticians only with the provision of social transport services.
The impact of the coronavirus pandemic on the number of public line passengers, ticket revenues, transport volumes, issuance of taxi permits and bus station revenues is diminishing. The outbreak of the war in Ukraine increased the number of public line passengers, as refugees arriving in Estonia were given free travel rights throughout Estonia, which are actively used.
No investments were made during the reporting year and none are planned for the near future.
Public bus transport in Pärnu County
The transport volume of Pärnumaa public bus lines was 6,184.0 thousand line kilometers and 2,697.9 thousand passengers were served. The cost of transport was a total of 7,145.3 thousand euros and ticket revenue was 664.0 thousand euros. The carriers are AS
SEBE in the Northern line group, AS MK Autobuss in the Southern line group, AS Atko Bussiliinid in the urban line group and AS
GoBus on the lines around Lihula. OÜ Pärnu Takso served the order line between Pärnu and Munalaid harbor.
For comparison - in 2021, the transport volume was 6,104.7 thousand km, 2,176.1 thousand passengers were served, the cost of transport was 6,825.4 thousand euros and ticket revenue was 448.2 thousand euros.
4 major line changes were made, including temporary traffic management and the creation of an additional line during the construction of the Tori bridge, and an additional 11 demand-based line sections were created. From 01.07. ticket prices were raised.
According to the monitoring table published by the Ministry of Finance's regional development action plan on 20.02.2023, 74% of the people of Pärnumaa were satisfied with the public transport service, which is the highest indicator in Estonia.
A negotiated procurement without prior publication "Pärnumaa public transport IT solution usage right 01.07.2022 - 30.06.2027" was carried out. The procurement contract was concluded on 30.06.2022 with AS Ridango.
Public bus transport in Pärnu city
The transport volume of Pärnu city public bus lines was 2,079.7 thousand km and 3,950.8 thousand passengers were served. The cost of transport was 3,847.1 thousand euros and ticket revenue was 879.0 thousand euros (including KOV-paid ticket discounts 296.2 thousand euros). For comparison - in 2021, the transport volume was 2,041.7 thousand km, 3,585.1 thousand passengers were served, the cost of transport was 3,143.5 thousand euros and ticket revenue was 707.2 thousand euros (including KOV-paid ticket discounts 262.0 thousand euros). The carriers are AS SEBE and OÜ Bristol Takso.
The participation of Pärnumaa KOV in the unified ticket system continued and within this framework, the financial support of Pärnu city lines by KOV for their residents to enable ticket price discounts.
From 01.07. ticket prices were raised.
10 significant changes to city line schedules were made. A summer city line line no. 24 "Bus station - airport" was opened, which connected major hotels and served passengers of Helsinki and Stockholm flights.
