The Tallinn Hospital Development Foundation has been established for the construction of a new hospital building and the creation of a hospital organization.
The Foundation was established on 02.05.2022 based on the cooperation agreement between the Republic of Estonia and the City of Tallinn concluded in 2019 for the preparation of the establishment of Tallinn Hospital. The establishment of Tallinn Hospital took into account the long-term development strategy of the state "Estonia 2035" and the "Estonian Recovery and Resilience Plan" confirmed by the decision of the Council of the European Union in 2021.

The construction of Tallinn Hospital is planned to lay the foundation for a medical campus. It is planned to build the main hospital building (gross area 183 209 m, length 310 m, width 105 m, 8 above ground and 2 underground floors).
In the planned Tallinn Hospital, the AS East Tallinn Central Hospital (ITK) and AS
West Tallinn Central Hospital (LTKH) would start working as a joint team.
Instead of the current, nearly 20 separate locations with 40-60 year old depreciated buildings, a main hospital building would first be erected in the medical campus and in the future other medical-related buildings would be built on the medical campus area, e.g. a primary health center with a gross area of about 8 2 500 m.

The design works of Tallinn Hospital were still in the pre-project completion phase as of 31.12.2022. The deadline for the pre-project will be extended by 5 months at the request of the contractor.
The investment plan for 2022 consisted of design costs and utility network connection fees. The actual investment costs in 2022 totaled 3,748,447 euros (including VAT), accounting for 85% of the budgeted costs.
The support received from the City of Tallinn in the reporting year 2022 totaled 4,440,297 euros.
The support consisted of operating support from the city budget (project team operating costs, foundation's initial contribution) in the amount of 1,200,000 euros and operating support from the city budget (investments) in the amount of 3,240,297 euros.
The result for the reporting year 2022 was 3,227,406 euros.
The project team consisted of 15 members (12 employees, 3 board members). The total labor costs were 466,863 euros.

Plans for 2023
The design works of Tallinn Hospital will continue in 2023, in addition, utility network connections and expertises will be dealt with.
The investment plan for 2023 consists of design costs, expertise fees and utility network connection fees. The total investment plan for 2023 is 10,108,000 euros (including VAT), which consists of design costs of 6,864,000 euros (including VAT) and utility network connection fees of 3,124,000 euros (including VAT), expertise costs of 120,000 euros (including VAT).
The planned support from the City of Tallinn for the reporting year 2023 is 11,164,000 euros.
The support consists of operating support from the city budget (project team operating costs) in the amount of 964,000 euros and operating support from the city budget (investments) in the amount of 10,200,000 euros.
According to the plans, 2 engineers will be added to the project team.
Other activities
The Tallinn Hospital Development Foundation and the City of Tallinn's appeal against the ruling of the Tallinn Circuit Court of 15.09.2022 on the appeal of the City of Tallinn and the Tallinn Hospital Development Foundation for the partial annulment or alternatively the determination of nullity of the Government's protocol decision (administrative matter 3-22-1634) is pending in the Supreme Court.
1. According to the agenda item 193 of the minutes of the Government of the Republic's session of 30.06.2022 no. 41, the creation of the North Estonian medical campus was excluded from the "Recovery and Resilience Plan" confirmed by the decision of the Government of the Republic on 17.06.2021.
2. The City of Tallinn and the Tallinn Hospital Development Foundation filed a complaint on 01.08.2022 demanding the annulment of the Government of the Republic's decision of 30.06.2022. Together with the complaint, the complainants also submitted a request for preliminary legal protection.
3. The Tallinn Administrative Court decided by a ruling of 11.08.2022 to return the complaint of the City of Tallinn and the Tallinn Hospital Development Foundation and to reject the request for preliminary legal protection.
4. The complainants submitted an appeal to the Tallinn Circuit Court on 26.08.2022, in which they requested the annulment of the ruling of the Tallinn Administrative Court in full.
