Overview of the Narva district heating network

The company's area of operation is the city of Narva and its main activities are the purchase, distribution and sale of heat, as well as the maintenance, repair and construction of heating networks. The company manages the heating network in Narva as a whole, manages heating network renovation projects and makes necessary investments to ensure the reliability of the heating network. The company supplies heat to an area with about 60,000 inhabitants.
The tariff of AS Narva Soojus is the most affordable in Estonia, this is due to efficient cogeneration of electricity and heat and low network losses.
AS Narva Soojusvõrk manages approximately 80 km of heating pipelines. In addition, heat is transmitted in networks owned by others for a total of 8 km, the network losses of which are borne by Narva Soojus, so the total length of the serviced network is 88 km. The heating network has been continuously renovated year after year. At present, the total length of renovated pipelines is 42 km, which makes up 53% of the entire network.
As of the end of the reporting period, the company employed 20 people. The average length of service in the company and the average age as of 31.12.2022 were 15.4 and 48.9, respectively. At present, all the heat produced in the district heating system is produced at the Baltic Power Plant where heat and electricity are produced in a cogeneration process using a mixture of oil shale and waste wood and shale oil. The Baltic EJ CHP cogeneration unit with a net electrical capacity (on the grid) of 192
MW operates at an electrical power of 150 MW when the plant operates at the maximum (160 MW heat) cogeneration mode required for heating the city of Narva. In addition to the Baltic EJ, there is a reserve boiler house with a thermal capacity of 240 MW, which uses natural gas as the main fuel and shale oil as the reserve fuel. The boiler house must ensure the coverage of peak heat loads during the operation of the cogeneration unit, and the entire necessary heat load for heating the city of Narva during the unit's downtime.
The profitability of AS Narva Soojusvõrk is cyclical, revenues are higher in winter months due to consumer needs and the inter-heating period is loss-making. The company has two heat mains, as consumer needs are lower in summer, the company operates with only one main. This system ensures efficiency and cost savings during the summer months.
AS Narva Soojusvõrk is not affected by exchange rates, interest rates and changes in stock market prices, as the company has no foreign currency transactions, no interest-bearing loan obligations and the company's business is not directly exposed to possible changes in stock market prices.

The project heat load of consumers is 328 MW, of which the heating load is 185 MW, the ventilation load is 32 MW and the hot water load is 111 MW. The total heat load at the coldest time does not exceed 150 MW (in 2021 it was 157 MW at an outdoor temperature of -25 oC). Consumers are connected to the heating network via 770 heat nodes, of which 202 are automated heating nodes with a mixing pump (dependent connection) and hot water is not consumed in these (consumers have gas boilers), 372 heat nodes are automated heating nodes with a mixing pump (dependent connection) with hot water heat exchangers, 164 heat nodes are automated heat nodes with heat exchangers (independent connection), 17 heat nodes are with elevators (jug pumps) and 15 other connections, for example, some consumers' connections through other consumers' heat nodes (several consumers are supplied from one heat node) or direct connections.
During the reporting period, AS Narva Soojusvõrk had 561 contractual heat-consuming customers (688 objects). Despite the difficult economic situation in Narva, the payment discipline of customers was good and no problematic invoices arose.
