On January 1, 2023, the population of Estonia was 1,357,739, which is 2% (25,943) more than a year ago. The population was most affected by a record low birth rate and

the arrival of Ukrainian war refugees.

In 2022, 11,588 people were born and 17,245 people died in Estonia. There has never been less than 12,000 births recorded in Estonian population statistics, which date back to 1919. According to registered migration data, 42,022 people arrived in Estonia and 10,422 people left the country. Of the people who arrived in the country, 75% (31,594) were Ukrainian citizens.

The number of children in Estonia was 259,338. The proportion of children living in absolute poverty was 2.7% and the proportion of children living in relative poverty was 15.5%.

At the end of 2022, 2,031 children up to the age of 17 were in substitute care services, of which 735 children were living in substitute homes.

The average gross monthly salary in Estonia in 2022 was 1,685 euros, which increased by 8.9% compared to 2021. The minimum wage was 654 euros. However, the average real wage last year fell by 8.8%, being 1,358 euros. The average gross monthly wage increased the most in accommodation and catering (15.6%) and in manufacturing (13.2%). Slower wage growth was in healthcare and social welfare (4.4%). The average salary of the SOS Children's Village Estonia Association was 1,747 euros. The average salary increased, but inflation took a large part of people's purchasing power. The unemployment rate was 5.6% at the end of 2022.

According to Statistics Estonia, the consumer price index rose by 19.4% in 2022 compared to the average of 2021. The biggest influencer of the consumer price index in 2022 were changes in housing prices. Electricity prices increased by 94.4% year-on-year, gas by 123.8%, solid fuel by 73.5%, and heat energy by 49.1%.

Estonian donors and entrepreneurs are rather cautious about the distribution of grants/donations in 2023.

The association's main partners are local governments and the Social Insurance Board.

The medium-term goal of the association is to be a charity organization supporting other

SOS member countries, providing quality services to 1,500 children and young people, and being independent in management and finance. In 2022, the association helped a total of 1,064 children and young people with various services, and the SOVA chat service provided direct support to 1,019 children.

At the end of 2022, the SOS Children's Village Estonia Association had 40 children's village families across Estonia, 14 of which lived in children's villages, 17 were integrated into the community, and 9 families raised children in their own homes. 15 children requiring special attention received services in 9 pilot families providing special services. 12 children and young people needed special care services and lived in a home operating on the methodology of trauma pedagogy and in a house for disabled children. 14 young people were in aftercare. The youngest child in the family home service was 3 months old.

The family strengthening program operated in 16 municipalities. There is an even greater need for this preventive service in local governments. In 2022,

we opened three new family strengthening programs in different municipalities of Estonia: Räpina, Saku, and Kose. The program helped 832 children and 386 families.

SOVA Chat received 2,101 requests from children, of which 1,019 were real conversations. 13 reports of children in need of help and 5 reports of children in distress were made.

We also launched a Ukrainian and Russian chat. 83% of the applicants were girls, 11% boys. Most inquiries were made by 12-year-old children.

The most burning conversation topics were school bullying, suicide, anxiety, fears. The chat helps all children in Estonia so that no child is left alone with their worries.

The mentioned services were divided territorially between 4 Children's Village programs - Virumaa SOS Children's Village program, Harju County SOS Children's Village program, Southern Estonia SOS Children's Village Program, and Rapla County SOS Children's Village Program. In 2022, a total of 229 children and young people were in care. At the end of the year, there were 74 children and young people in the Harju County program, 46 in the Virumaa program, 30 in the Southern Estonia program, 33 in the Rapla County program, and 33 in other services.

The war in Ukraine that began in the early morning of 24.02.2022 is reflected in Estonia by disagreements among family members of Russian nationality, which in several cases leads to the breakdown of families and violence. This is encouraged by the knowledge that Russia wants to restore its military capability on the borders of Estonia. This knowledge mainly affected the Virumaa program in 2022, but also the activities of the SOS Children's Village

Estonia Association, including services, personnel, and budget.

The project support of 171 thousand euros applied for by the international organization of SOS Children's Villages and allocated to the association enabled the association to renovate three family houses and accept unaccompanied minors and refugee families from Ukraine and open a family strengthening program

for families arriving from Ukraine. The Estonian state ensured the primary needs of these families until the launch of the association's program. Through the family strengthening program for Ukrainian war refugees started in the fall, 59 people received help in 2022. We offered work as foster parents to three women who were refugees from the war in Ukraine. Three Ukrainian families found a home in the family houses of Keila SOS Children's Village. The service for unaccompanied minors, which ended in cooperation with the Estonian

Social Insurance Board in 2018, was restarted, but only for Ukrainian children. This time on different terms, because all the children who arrived in Estonia had parents in Ukraine who had to send their children to Estonia due to the war situation, but they themselves had to stay to defend their country. In 2022, we took 11 unaccompanied minors from Ukraine into service.

The "Quiet Home" providing service on the methodology of trauma pedagogy worked its first full year and had 4-6 young people in service. The home is intended for 14-18-year-olds who behave self-harmingly. All of them had different traumas and therefore needed special treatment. One young person is
