The MTÜ Mulgi Experience Center was divided from the MTÜ Mulgi Culture Institute in February 2021. As a result of the division, two MTÜ were created - MTÜ
Mulgi Experience Center and MTÜ Mulgi Culture Institute. The MTÜ Mulgi Culture Institute deals with the preservation and teaching of Mulgi culture and language.
The MTÜ Mulgi Experience Center is responsible for the development and management of the Sooglemäe farm complex, the preservation and promotion of Mulgi cultural heritage, and contributing to the development of the Mulgimaa region. Upon completion of the construction, the center will be a visitor center for Mulgimaa, a landmark, an attraction, a museum, a center for presenting local products and food, and organizing events and conferences.
The financial data for 2020 and 2021 include the costs of the Mulgi Culture Institute, including fixed assets. Until February 2021, the accounting was organized by
MTÜ Mulgi Culture Institute, the existing rights and obligations, including all administrative and accounting documents, remained based on the division agreement
in the hands of the MTÜ Mulgi Culture Institute. The contracts, rights, and obligations related to Sooglemäe remained with the MTÜ Mulgi Experience Center after the division.
The members of the MTÜ Mulgi Experience Center are Viljandi Parish, Mulgi Parish, and Tõrva Parish. The MTÜ board is single-member. No remuneration was paid to the board member.
Based on the mandate agreement, there was a project manager. A curator and a visitor program creator were involved with employment contracts.
The construction works of the first phase of the Mulgi Experience Center, which started in 2021, also lasted throughout 2022. The construction of the center was significantly affected by the war in Ukraine and the crises resulting from it. The construction was completed on December 30, 2022. Within the framework of the first phase, infrastructure, communications, roads and parking lots were built, the manor house was reconstructed into the main building and the barn into the exhibition building, the landscaping of the first phase area, playgrounds, outdoor classrooms were created.
In 2022, the development, production, and installation of the exhibition also began. Activities will continue in 2023. As of the submission of the report, the work of the first phase of the center is completed, the staff has been recruited, and the center was opened in May 2023.
The establishment of the center was financed in 2022 by the local governments of Mulgimaa (membership fees), the Ministry of Finance (operational support for project management), the Ministry of Culture additional support from the Parliament (exhibition graphics), within the framework of the PKT project (construction works (center infrastructure and exhibition building), exhibition (production and installation of inventory, procurement and installation of exhibition technology)), within the framework of the MATA project (reconstruction of the manor house), within the framework of PRIA Leader projects ( a) manor furniture, b) exhibition building furniture, c) exhibition audio and video solutions, translations, design of food and folk costume dolls prints, making of six costumes of 5 Mulgimaa parishes, visitor programs and others), the Folk Culture Center within the framework of Mulgimaa heritage program projects (a) material cost of manor interior textiles, b) material cost of exhibition building folk costume dolls). For the self-financing of construction works and supervision costs, a loan was taken from Luminor Bank.
Key conditions related to future-oriented support: 1) durability requirement - activities and acquisitions made within the framework of projects must remain and be used for their intended purpose for at least 5 years after the receipt of the last part of the support. Within the framework of the PKT project, there is also an obligation to create 8 jobs in the Mulgi Experience Center.
2) notification requirement - the implementation of projects must be notified with a notification poster for at least 5 years after the receipt of the last part of the support.
3) document retention requirement - documents proving the eligibility of costs and other evidence must be kept in accordance with Article 140(1) of Regulation (EU) No 1303/2013 of the European Parliament and of the Council for four years, from December 31 of the year in which all costs eligible for support in the project have been paid out by June 30. In the case of minor importance and state aid, up to 10 years.
In the opinion of the board, compliance with the requirements is likely.
