Overview of the activities of the State Infocommunication Foundation
The main activity of the State Infocommunication Foundation (hereinafter RIKS) is to provide unified infocommunication services (including telephone, data and radio communication, hereinafter: "IK services") to ensure the continuity of services and the secrecy of messages of IK service users for state-budgeted institutions, institutions, legal entities and representations, as well as vital service providers and other infocommunication service providers; fulfilling obligations taken by the state with foreign agreements to ensure maritime safety and ensure communication between the ship and the shore; development and implementation of state target programs based on information technology; provision of state communication services and ensuring their continuity; provision of electrical work and support services and development and management of state data centers.
RIKS does not provide a public communication service.
In the 2022 financial year, RIKS provided the services mentioned as the main activity in accordance with the given technical standards and customer contracts.
The integrated quality and energy management system of RIKS for state communication (secure voice communication service, maritime radio communication service and technical operation service of the operational radio network) and the data center has been recognized as compliant with ISO 9001:2015 (valid until 29.11.2025) and ISO 50001:2018 (valid until 26.02.2025) standards.
RIKS information systems and data centers are operated in accordance with the requirements of the three-level benchmark security system ISKE.
According to the purposeful support usage contract no 1.8-7/22-093 concluded with the Ministry of Economic Affairs and Communications on 14.02.2022 and its annexes, the ministry has granted RIKS support for operating expenses of 2,419,017 euros and for investments of 898,000 euros based on the 2022 state budget law.
According to the operating contract no 3-6/243 annex 6 signed by the Ministry of the Interior's Information Technology and Development Center (SMIT) on 23.12.2021, the cost of operating the ESTER network was 641,281 euros.
We signed a state budget support contract with the Ministry of Defense on 06.01.2022 for the development of a secure desktop phone service, the support amount for RIKS was 85,439 euros.
Major events of the financial year
In the Estonian maritime rescue area of responsibility, RIKS provided a maritime communication service in accordance with the requirements of the Global Maritime Distress and Safety System (GMDSS). In 2022, RIKS continued to operate the maritime communication network to the extent that ensures the fulfillment of international obligations by the Republic of Estonia (GMDSS, radio communication from the sea, telephone communication between ships and the shore, transmission of navigation messages).
RIKS transmits round-the-clock weather reports and navigation warnings and emergency messages for the central part of the Baltic Sea and the Gulf of Finland both in radio telephone mode and in the U-area (central part of the Baltic Sea and the Gulf of Finland) international NAVTEX system, which is curated by the IMO NAVTEX panel at the IHO.
In 2022, RIKS ensured the uninterrupted operation of the communication of functionally important (including rescue and patrol) ships of the state. According to the SOLAS Convention, RIKS ensured the transmission of ship correspondence to shore subscribers on all maritime communication wavebands.
To ensure the continuity of the maritime communication service, the automatic tuning of NAVTEX transmitters and antennas was completed, the reconstruction of antenna fields continued. The maritime communication system software was adapted, which allowed the Maritime Administration to completely abandon its depreciated network, and the remote control systems of maritime communication shore stations were improved by adding new functions.
For the provision of the population safety notification (AKOS) service, RIKS announced an international tender in 2022. Preparations for the provision of this service began as early as 2018. The service was technically developed in December 2022. External assistance was received for the development of the service from EU structural funds in the amount of 768,392 euros.
The adoption of the Secure Mobile Communication Service (Sectra) was decided by the Government of the Republic at the end of 2021, and in 2022 we renewed the hardware and licenses and can provide the service to up to 300 users. The service is provided in cooperation with the State Chancellery to up to 300 users.
In 2022, satellite communication development was started with a pilot project, which envisaged covering critical institutions with backup satellite data communication. Preparations were also made for the introduction of the PRS service secure data exchange channel (Filkrypto).
In terms of the operational radio network ESTER, the border guard, police, rescue service and other users were ensured uninterrupted operation of the operational radio network within the scope of the network operating contract.
As equipment hosting services, RIKS offers state institutions and telecommunications network operators, equipment installation site rental in RIKS-owned masts and building structures, and equipment hosting services in server rooms compliant with ISKE requirements.
The operation of RIKS data centers continued on a larger scale than before.
